    THE DIVISION OF WATERTop of page

        The Division of Water has been charged under Ohio law with the wise stewardship of the state's water resources. This includes the collection and analysis of data concerning the availability and management of the water resources of Ohio. Such management consists of ensuring the safety of dams through their proper construction and periodic inspection; mapping and interpreting the state's surface and ground water resources; developing long range water plans to ensure adequate supply, protection, and use of water; and providing information and advice on flooding and floodplain management. To carry out its assigned tasks, the Division of Water has been organized into three sections. The following is a summary of the primary functions of each section.

        The Water Engineering Group has responsibilities in three major areas: (1) permitting construction of new dams, dikes and levees, (2) inspection of existing structures, and (3) the hydraulic operation and maintenance of Ohio's historic canal system.         Ohio law requires that before building a dam, dike, or levee the owner must obtain a construction permit from the Division of Water. The intent of the law is to protect life, health, and property by ensuring that dams and spillways, dikes, and levees are properly designed and constructed. No permit is required for dams where: (1) the height is 6 feet or less regardless of total storage, (2) the height is less than 10 feet and total storage capacity is not more than 50 acre-feet, or (3) the storage is not more than 15 acre-feet regardless of height (heights are measured from the dam crest to the streamed at the downstream or outside toe of the dam and storage volume is calculated to the top of the dam). Certain other dams, dikes, and levees may be exempted by the Chief of the Division of Water. A permit may be required for modifying a dam, dike, or levee if the modification raises the level of the impounded water or the top of the dike or levee.

        The section is also responsible for making periodic safety inspections of existing dams, dikes, and levees in Ohio. Ohio law requires that existing dams be inspected at least once every five years to ensure that they are properly maintained and that their continued operation and use does not pose a hazard to downstream life, health and property. The intent is to avoid catastrophic dam failures similar to those which have occurred in other states. There are over 2600 dams in Ohio subject to the inspection law, which requires that owners be notified of deficiencies in their dams and be given reasonable periods of time in which to make repairs. The Water Engineering Group works with the owners to implement recommendations of the reports. The law also requires that dam owners, except for political subdivisions, pay an annual fee based on the height and classification of their dam.

        The maintenance and operation of the Miami & Erie and Ohio & Erie canal systems is another section responsibility. Field operations offices are located at Grand Lake State Park on the Miami & Erie Canal system and in the City of Akron on the Ohio & Erie Canal system. The canals and associated hydraulic structures are operated for water supply and flood control purposes. In Akron, the levels of the Portage Lakes, a system of seven lakes, are controlled in conjunction with the Ohio & Erie Canal.

        The section also works with the Office of Chief Engineer, other divisions, and other state agencies in improving the safety of all state-owned dams. All federal and state inspection reports are on file in the office. A large inspection inventory of dams exists including most dams in the state over ten feet high.


    WATER RESOURCES SECTIONTop of page

        The Water Resources Section collects, interprets and disseminates information regarding water resources in Ohio, including well logs and various ground water, water withdrawal, precipitation, and other hydrologic data. The section is responsible for maintaining the Division's cooperative agreements with the U.S. Geological Survey for stream gauging statewide. It conducts ground water mapping and related technical investigations, ground water conflict investigations, and related reports. The section can be reached at (614) 265-6740.

        Ground water information is collected through interpretation of over 800,000 well logs which are on file, the most detailed source of ground water data for the state. The section responds to over 12,000 requests per year for well log data to assist state and local agencies, consulting companies, industries, drillers, and homeowners with ground water information needs. It maintains a network of ground water observation wells in 57 counties representing most of the major aquifer systems. Unpublished ground water information, in the form of test drilling and pumping data, theses, and dissertations, is also available.

        Ground water data are collected and used in the production of both ground water resource and ground water pollution potential maps. Ground water resource maps provide information on available ground water supplies and aquifer characteristics. The ground water pollution potential mapping program, recently implemented to provide maps to state and local agencies, identifies areas of relative vulnerability to contamination. Both mapping programs are implemented on a county-wide basis at a scale of 1:62,500.

        The state's Water Withdrawal Facility Registration law requires registration of all water withdrawal facilities in Ohio that have the capacity to withdraw more than 100,000 gallons per day. Annual reports are prepared describing the status of surface and ground water withdrawals by major use categories. Over 1,800 facilities are registered to date.

        The Water Resources Section publishes two technical periodicals, the "Monthly Water Inventory Report" and "The Down hole View". Hydrologic data related to current weather conditions and past weather trends are disseminated in the "Monthly Water Inventory Report." It provides information on precipitation, stream flow, reservoir storage, Lake Erie levels, and ground water storage as related to water supply. "The Down hole View" is an informative, biannual newsletter distributed to the drilling industry in Ohio to provide technical information and related industry news.

    WATER PLANNING & MANAGEMENT SECTIONTop of page

        The Water Planning & Management Section provides water planning and management assistance to communities and individuals. Primary emphasis is placed on floodplain management, coordination of the National Flood Insurance Program, public water supply planning, water leasing from canal lakes and other state-owned water supply allocations, stream management, and Lake Erie/Ohio River Basin boundary issues.         The section is responsible for providing technical and planning assistance to local governments and private citizens in order to reduce flood losses in Ohio. This responsibility includes: (1) promoting floodplain management in Ohio; (2) developing and disseminating technical information to support floodplain management programs; (3) assisting local units of government in establishing floodplain management programs; (4) coordinating the efforts of federal, state and local agencies involved in flood loss reduction programs in Ohio; and (5) assisting communities to become eligible for flood insurance.

        The section prepares community, county-wide, and watershed area water supply analyses which serve to update the regional water plans which have been completed for the entire state. The water plans provide analysis for each community showing existing system capability, projected future needs, and alternative and recommended project solutions. The section provides contract administration for cooperative reservoir projects, including operation and maintenance and water sales. Contracts are executed for the leasing of water from ODNR-administered and certain Corps of Engineer reservoirs, and the state canal system. The section also provides technical assistance and coordinates permit requirements involving Lake Erie and Ohio River Basin diversions and consumptive water uses.

        The section coordinates Division activities with regard to flood control, drainage, and stream management, cooperating with the US Army Corps of Engineers, the USDA Natural Resource Conservation Service, Ohio's Conservancy Districts, and local officials. Preparation and updating of water bulletins describing hydrologic characteristics and analysis of Ohio streams and drainage basins are part of the section's ongoing activities.
